In the 18th report to the White House, Stuart Bowen, the Special Inspector General for Iraq Reconstruction assesses that revenue from Iraq's Oil Revenue is approaching levels that could allow for Iraq to pay for reconstruction projects. Mr. Bowen estimates that production in Iraq could give the Iraqis as much as $70 billion in revenues in the second quarter of 2008.
